Hydroid needs a full rework. I was thinking about the worst frames in the game and yeah Nyx is pretty commonly brought up but a lot of people believe all she needs is some number tweaks. I've been playing Hydroid recently and none of his abilities do anything particularly useful outside of crowd control that other frames get more consistently.Almost all my Hydroid builds have 100% ability efficiency, and the one that's at 45% has Nourish and Energy Siphon to make up for it. Ability duration is a self-explanatory benefit.
